What this amendment would do
SA 6389, submitted by Ms. Cortez Masto and Mr. Daines, aims to add a new section to the Federal Power Act. The purpose of this addition is to require the Commission to provide an annual hydropower licensing status report to Congress.
The amendment adds the following requirements:
-
The Commission must submit a report to Congress every year, starting no later than 180 days after the section is enacted.
-
The report must cover the status of the licensing process for new licenses, subsequent licenses (where sections 14 and 15 were waived), and original licenses under section 4(e), provided the intent to file was notified at least 3 years before the report but the license hasn't been issued.
-
Each report must include specific details for these licenses, such as:
- The date the notice of intent was given.
- Assigned docket numbers.
- Whether an application was filed.
- Status information and the anticipated date the license will be issued.
- Dates for upcoming meetings or proceedings.
- Descriptions of required actions from the licensee, the Commission, fish and wildlife agencies, and other applicable agencies.
-
The information in the report must be separated by the type of license (new, subsequent, or original).
