What this amendment would do
The amendment, known as the Securing Essential and Critical U.S. Resources and Elements Minerals Act of 2026 (or the SECURE Minerals Act of 2026), aims to add a new title to bill S. 4784. Its primary purpose is to establish the Strategic Resilience Reserve Corporation of the United States (the Reserve).
The amendment seeks to change the current state of critical mineral supply chains by addressing the following:
- Reducing Foreign Reliance: It aims to decrease the United States' vulnerability to supply disruptions and market manipulation by foreign state actors, specifically the People's Republic of China.
- Supporting Markets: The Reserve is designed to support a competitive market for critical minerals and materials, focusing on domestic and partner country production, processing, recycling, and reuse.
- Stabilizing Prices: It aims to protect and support stable and economically sustainable prices for these materials.
- Managing Resources: The amendment authorizes $2,500,000,000 for the Reserve to engage in financing and acquisition tools, such as loans to producers and authorized intermediaries, to ensure a secure supply of essential resources for national defense, energy, and economic security.
