What this amendment would do

This amendment, known as the Mapping America's Pharmaceutical Supply Act or the MAPS Act, aims to add a new section to the bill to track and visualize the supply chains of specific drugs and biological products.

The amendment intends to change the bill by adding the following requirements:

  • Supply Chain Mapping: The Secretary of Health and Human Services must coordinate with other federal agencies to map the supply chains of drugs that are high-risk for shortages or directly related to responding to chemical, biological, radiological, or nuclear threats. This includes tracking everything from key starting materials to finished products.

  • Vulnerability Identification: The Secretary must use data analytics to find supply chain weaknesses that could threaten national security.

  • Information Sharing: The amendment requires the description of agency roles and the exchange of data, such as the location of manufacturing establishments, production amounts, and regulatory actions like recalls or seizures.

  • Reporting:

    • The Secretary must provide an annual report to Congress detailing the status of mapping efforts, domestic manufacturing capabilities, and drugs that rely on foreign entities of concern or foreign suppliers for more than 50 percent of production.
    • The Secretary of Defense must provide a report every 180 days listing all drugs purchased by the Department of Defense that were manufactured in the People's Republic of China or use ingredients sourced from there.
  • Security and Privacy: The Secretary must implement cybersecurity measures to protect the disclosed information.
