What this amendment would do
SA 5898, submitted by Ms. Duckworth, is intended to be added to bill S. 4784, which handles appropriations for military activities, construction, and energy defense for fiscal year 2027. The purpose of this amendment is to establish Iran War Accountability.
It aims to change the bill by adding the following:
-
Funding Restrictions: It prohibits the Department of Defense from using funds for military operations or activities against Iran unless Congress authorizes the use of military force. However, it allows for:
- Defending the United States, its personnel, or facilities in other nations from attacks.
- Intelligence activities related to threats from Iran or its proxies.
- Providing defensive measures and materiel support to partner countries attacked by Iran since February 28, 2026.
- Assisting with the security, departure, and evacuation of United States citizens.
-
Travel Expense Limitations: It blocks the obligation or expenditure of travel funds for the Office of the Secretary of Defense until the Secretary of Defense provides a report to congressional defense committees. This report must explain how military operations against Iran since February 28, 2026, have affected the readiness of the United States Armed Forces.
-
Reporting Requirements: The required report must include:
- Impacts on maintenance cycles for assets and platforms.
- Details on munitions spent, total stocks, and replenishment timelines.
- Lists and costs of destroyed or damaged assets, equipment, and infrastructure.
- Data on wounded-in-action rates, medical costs, disability rates, and how these affect unit readiness.
- A list of units that experienced casualties.
