What this amendment would do
SA 5374, submitted by Mr. Gallego, Mr. Kaine, and Mr. Schiff, aims to add a new section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to support the ability of the United States to prevent attacks using nuclear, radiological, biological, or chemical weapons.
To achieve this, the amendment allows the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions.
This may include providing robust funding for the Department of Homeland Security's Office of Countering Weapons of Mass Destruction, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
