What this amendment would do
SA 5189, submitted by Ms. Slotkin, aims to add a section to title III of S. Con. Res. 33.
The purpose is to create a deficit-neutral reserve fund to protect free speech. This includes:
- Preventing the implementation of a presidential directive that labels dissenters and protesters as "domestic terrorists."
- Prohibiting the implementation of National Security Presidential Memorandum-7 (NSPM-7).
- Prohibiting the operations of the NSPM-7 Joint Mission Center at the Federal Bureau of Investigation.
The amendment allows the Chairman of the Senate Committee on the Budget to adjust allocations, aggregates, and the pay-as-you-go ledger for legislation related to these goals, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
