What this amendment would do

SA 5188, submitted by Mr. Kaine, aims to add a new section to title IV of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a point of order in the Senate against any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that does any of the following to affordable housing initiatives:

  • Defunds them
  • Restricts them
  • Limits the ability of Federal agencies to support, build, and expand them

To waive or suspend this point of order, or to sustain an appeal of the Chair's ruling on it, an affirmative vote of three-fifths of the Members of the Senate is required.
