What this amendment would do

SA 5187, submitted by Mr. Kaine, aims to add a new section (SEC. 3003) to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for legislation related to providing a full accounting of the costs of Operation Epic Fury (referred to in the section header as the war in Iran).

This change allows the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for relevant bills, resolutions, amendments, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
