What this amendment would do
SA 5183, submitted by Mr. Kaine, aims to add a deficit-neutral reserve fund to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to make the following changes for legislation focused on lowering household costs:
- Revise committee allocations, aggregates, and other appropriate levels.
- Make adjustments to the pay-as-you-go ledger.
The amendment specifies that the household costs being addressed may include:
- Electricity.
- Home heating.
- Transportation fuel.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
