What this amendment would do

SA 5182, submitted by Mr. Kaine, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to combat housing discrimination. It allows the Chairman of the Senate Committee on the Budget to adjust budget levels and the pay-as-you-go ledger for legislation focused on the following:

  • Preventing housing discrimination.
  • Educating on housing discrimination.
  • Investigating housing discrimination.
  • Supporting the Office of Fair Housing and Equal Opportunity of the Department of Housing and Urban Development.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
