What this amendment would do

SA 5181, submitted by Mr. Kaine, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to support Federal employees who are veterans. Specifically, it focuses on protecting these employees against:

  • Mass reclassifications
  • Removals
  • Furloughs

This would allow the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels and the pay-as-you-go ledger for legislation meeting these goals, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
