What this amendment would do
SA 5179, submitted by Mr. Kaine, aims to add a new section (Section 4109) to title IV of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to require the Congressional Budget Office to create and submit a report to Congress within 180 days of the resolution's adoption. This report must analyze the fiscal and economic costs of the Trump Administration's increased immigration enforcement measures.
The report is intended to cover the following areas:
-
Federal and Local Budgets: The impact on the Federal budget and costs for state and local governments, such as law enforcement overtime, converting warehouses into processing and detention facilities, and security costs at courthouses, schools, and other local facilities.
-
Education and Health: The effect on college enrollment, student mental health, test scores, and school attendance.
-
Economic Sectors: The impact on the agricultural sector (including food costs), the housing sector (including construction costs), and the home health care sector regarding worker availability for an aging population.
The amendment also requires that the report be made available to the public on the Congressional Budget Office website, though classified or sensitive information may be excluded.
