What this amendment would do

SA 5178, submitted by Mr. Kaine, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for federal employee retirement processing.

It allows the Chairman of the Senate Committee on the Budget to:

  • Revise allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for legislation, resolutions, amendments, motions, or conference reports.

These changes apply to support for federal employment retirement processing at other Federal agencies and the Office of Personnel Management, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
