What this amendment would do

SA 5176, submitted by Mr. Kaine, aims to add a section to the concurrent resolution S. Con. Res. 33 regarding the budget for fiscal year 2026 and the levels for fiscal years 2027 through 2035.

The purpose of this amendment is to create a deficit-neutral reserve fund to help keep rural hospitals open.

It allows the Chairman of the Committee on the Budget of the Senate to make the following changes for legislation related to health care coverage in rural areas:

  • Revise committee allocations, aggregates, and other appropriate levels.
  • Make adjustments to the pay-as-you-go ledger.

This legislation may include reversing Medicaid funding reductions that are causing rural hospitals to close and reducing health care services in rural areas. This is allowed as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
