What this amendment would do
SA 5175, submitted by Mr. KAINE, aims to add a section to the budget resolution called the Deficit-Neutral Reserve Fund Relating to Requiring Federal Immigration Enforcement Officials to Inform and Work with State and Local Law Enforcement Agencies.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to adjust budget levels, committee allocations, and the pay-as-you-go ledger for legislation involving interactions between federal immigration enforcement officials and state and local law enforcement agencies.
Specifically, this may include legislation that requires U.S. Border Patrol and U.S. Immigration and Customs Enforcement to work with and inform state and local law enforcement agencies during large-scale immigration enforcement operations in those areas.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
