What this amendment would do

SA 5174, submitted by Mr. Kaine, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to support efforts at the National Aeronautics and Space Administration. Specifically, it is intended to support the research, development, and accomplishment of space missions.

The amendment allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
