What this amendment would do
SA 5168, submitted by Mr. Kaine, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to restore access to Medicaid. Specifically, it allows the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for legislation that prevents a reduction in Medicaid funding.
- This may include reversing Medicaid cuts from Public Law 119-21, also known as the "One Big Beautiful Bill Act".
The amendment requires that such legislation does not increase the deficit for the fiscal years 2026 through 2035.
