What this amendment would do
SA 5167, submitted by Mr. Kaine, aims to add a section to title III of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund for vaccine-preventable diseases. It would allow the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These actions apply to legislation, such as bills or amendments, concerning the distribution of vaccines for children. This includes the procurement, distribution, and administration of vaccines that the Centers for Disease Control and Prevention recommends for routine use in children.
The amendment specifies that this is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
