What this amendment would do

SA 5166, submitted by Mr. Kaine, aims to add a section to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for services that help seniors and individuals with disabilities stay in their homes and communities.

It would allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees, aggregates, and other appropriate levels.
  • Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.

This is allowed as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
