What this amendment would do

SA 5164, submitted by Mr. Kaine, aims to add a section to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund specifically for legislation that exempts groceries and household goods from broad-based global tariffs.

This would allow the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other appropriate levels.
  • Make adjustments to the pay-as-you-go ledger.

This is allowed as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
