What this amendment would do

SA 5163, submitted by Mr. Kaine, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on making sure there is enough staffing at Department of Veterans Affairs facilities.

This change would allow the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Adjust the pay-as-you-go ledger for legislation, motions, or reports related to VA staffing.
  • Include actions such as reversing the elimination of unfilled positions at facilities that have staffing shortages and serve a growing veteran population.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
