What this amendment would do
SA 5162, submitted by Mr. Kaine, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to prioritize affordable child care. It allows the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation focused on making child care more affordable.
Specifically, this may include legislation that:
- Ends hostilities with Iran to redirect funding from those hostilities toward child care facilities, child care workers, or parents.
This is permitted as long as the legislation does not increase the deficit for the fiscal years 2026 through 2035.
