What this amendment would do

SA 5161, submitted by Mr. Kaine, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to support the Consumer Product Safety Commission. This commission works to keep products safe for use, which can include medical equipment and baby products.

This change would allow the Chairman of the Senate Committee on the Budget to:

  • Revise aggregates, allocations of committees, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific motions, amendments, bills, joint resolutions, or conference reports related to supporting the commission.

These adjustments are permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
