What this amendment would do
SA 5156, submitted by Mr. PADILLA, aims to add a section to title IV of S. Con. Res. 33.
The purpose of this amendment is to create a point of order in the Senate. This means it would prevent the Senate from considering any reconciliation legislation, amendments, or conference reports that do not lower gas prices to less than $3 per gallon.
To bypass this rule, the Senate would need:
- An affirmative vote of three-fifths of the Members to waive or suspend the point of order.
- An affirmative vote of three-fifths of the Members to sustain an appeal of the Chair's ruling on this point of order.
