What this amendment would do
SA 5155, submitted by Mr. Padilla, aims to add a new section to title IV of S. Con. Res. 33.
The purpose of this amendment is to create a point of order in the Senate. This means it would stop the consideration of any bill, joint resolution, amendment, or conference report that appropriates money without providing a complete offset for those funds.
To get around this rule, a vote of three-fifths of the Members of the Senate is required to waive or suspend the restriction, or to sustain an appeal of the Chair's ruling.
