What this amendment would do

SA 5153, submitted by Mr. Padilla, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to protect communities at risk of wildfires. It does this by allowing the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation that focuses on:

  • Protecting communities at risk of wildfires.
  • Preserving and supporting Federal Government fire research capabilities.
  • Supporting critical data on wildfire behavior, tree diseases, and land management practices.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
