What this amendment would do
SA 5151, submitted by Mr. Padilla, is an amendment to S. Con. Res. 33, which sets the budget for the U.S. Government for fiscal year 2026 and levels for 2027 through 2035.
The purpose of this amendment is to add a deficit-neutral reserve fund to title III. This fund relates to prohibiting taxpayer-funded wartime bailouts of foreign countries that result from the economic fallout of the unlawful war in Iran.
This amendment aims to allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions.
These actions apply to legislation that prohibits bailouts to foreign countries to ease economic pressures caused by the war in Iran, which may include prohibiting the creation of a currency-swap line. This is permitted as long as the legislation does not increase the deficit from fiscal years 2026 through 2035.
