What this amendment would do

SA 5150, submitted by Mr. Padilla, aims to add a new section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to support farmers and ranchers. It specifically focuses on providing relief for increased costs caused by:

  • Tariffs
  • Supply chain disruptions resulting from the ongoing war in Iran

The amendment allows the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation related to these supports, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
