What this amendment would do

SA 5149, submitted by Mr. Padilla, is an amendment to S. Con. Res. 33, which sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add Section 3003, which creates a deficit-neutral reserve fund. This fund is for:

  • Protecting American consumers.
  • Improving affordability.
  • Potentially putting a swift end to the costly war in Iran.

The amendment allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to these goals, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
