What this amendment would do
SA 5148, submitted by Mr. Padilla, aims to add a section to title III of S. Con. Res. 33. This concurrent resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on ensuring the United States can predict, prevent, and disrupt terrorist threats during the war in Iran.
This amendment would allow the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific bills, resolutions, amendments, motions, or conference reports.
- Address measures that may include prohibiting the Federal Bureau of Investigation from diverting counterterrorism resources to immigration enforcement activities.
The amendment specifies that these adjustments are allowed provided the legislation does not increase the deficit between fiscal years 2026 and 2035.
