What this amendment would do

SA 5147, submitted by Mr. Padilla, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to protect children from being used as pawns in immigration enforcement operations.

This would allow the Chairman of the Senate Committee on the Budget to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to this goal. The amendment specifies that this may include:

  • Prohibiting the use of children to lure out family members.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
