What this amendment would do

SA 5146, submitted by Mr. Padilla, aims to add a section to title III of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on protecting veterans and the spouses of active duty servicemembers.

Specifically, the amendment would allow the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for various legislative actions, such as bills, joint resolutions, or amendments.
  • Address legislation relating to protecting veterans and spouses of active duty servicemembers, which may include prohibiting their removal, detention, or arrest.

This is permitted as long as the legislation does not increase the deficit for the total period of fiscal years 2026 through 2035.
