What this amendment would do
SA 5145, submitted by Mr. Padilla, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on protecting undocumented immigrants who were brought to the United States as children and have stayed for many years.
This includes the following:
- It allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to these protections.
- It specifically mentions protections for people eligible for deferred action under the Department of Homeland Security final rule from October 31, 2022, called "Deferred Action for Childhood Arrivals."
- It requires that the legislation does not increase the deficit from fiscal year 2026 through 2035.
