What this amendment would do

SA 5143, submitted by Mr. Padilla, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to address workforce shortages and higher prices in critical sectors. These sectors include:

  • Agriculture
  • Food service
  • Construction
  • Health care
  • Education

The amendment allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation that may prohibit the detention and deportation of essential workers who have not been convicted of a felony.

This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
