What this amendment would do
SA 5134, submitted by Ms. Cortez Masto and Mr. Wyden, aims to add a section to title III regarding a deficit-neutral reserve fund to prevent the disclosure of taxpayer information.
The amendment would allow the Chairman of the Senate Committee on the Budget to make the following changes to the resolution:
- Revise aggregates, other appropriate levels, and allocations of committees.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions.
The purpose is to support legislation relating to protecting taxpayer information. This may include prohibiting the disclosure of information under the April 7, 2025, Memorandum of Understanding between the Internal Revenue Service and the Department of Homeland Security.
This is permitted as long as the legislation does not increase the deficit for the total period of fiscal years 2026 through 2035.
