What this amendment would do

SA 5132, submitted by Ms. Cortez Masto, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to protect immigrant youth. It would allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees, aggregates, and other appropriate levels.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions.

These actions relate to immigration enforcement, which may include prohibiting enforcement against immigrant youth who have Special Immigrant Juvenile Status. This is provided that the legislation does not increase the deficit between fiscal years 2026 through 2035.
