What this amendment would do

SA 5131, submitted by Ms. Cortez Masto, aims to add a deficit-neutral reserve fund to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation regarding immigration enforcement.

This may include laws that stop immigration enforcement against victims of domestic violence who have:

  • An application for relief pending with U.S. Citizenship and Immigration Services.
  • An appeal at any stage of the appeal process.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
