What this amendment would do
SA 5130, submitted by Ms. Cortez Masto, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund that allows the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for various legislative actions relating to Federal criminal prosecutions.
This includes the possibility of requiring the Department of Justice to provide a public report concerning the investigation, prosecution, conviction, and pardon of Juan Orlando Hernandez, the former president of Honduras, regarding drug trafficking and related crimes.
The amendment specifies that these actions are permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
