What this amendment would do
SA 5129, submitted by Ms. Cortez Masto, aims to add a section to title III of the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund to support mail-in voting. It would allow the Chairman of the Senate Committee on the Budget to:
- Revise allocations of committees or committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for various legislative items like bills, joint resolutions, amendments, motions, or conference reports relating to elections.
These legislative items may include prohibiting the Department of Justice or the Department of Homeland Security from ending or limiting mail-in voting. This is allowed as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
