What this amendment would do

SA 5128, submitted by Ms. Cortez Masto, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This allows the Chairman of the Senate Committee on the Budget to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation relating to law enforcement.

Specifically, this legislation may include condemning pardons of people who assaulted police officers on January 6, 2021.

The amendment specifies that these adjustments are allowed as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
