What this amendment would do
SA 5127, submitted by Ms. Cortez Masto, aims to add a section to title III of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund. This allows the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These actions apply to legislation, such as bills or amendments, relating to immigration enforcement. This may include prohibiting enforcement against DACA recipients who have a pending renewal application with U.S. Citizenship and Immigration Services.
The amendment specifies that these adjustments can be made provided the legislation does not increase the deficit from fiscal year 2026 through 2035.
