What this amendment would do

SA 5126, submitted by Ms. Cortez Masto, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This allows the Chairman of the Senate Committee on the Budget to adjust budget levels and the pay-as-you-go ledger for legislation concerning immigration enforcement.

Specifically, this may include legislation that:

  • Prohibits immigration enforcement against spouses of active-duty members of the Armed Forces.

The amendment requires that such legislation must not increase the deficit for the total period of fiscal years 2026 through 2035.
