What this amendment would do

SA 5093, submitted by Ms. Slotkin, aims to add a section to title III of S. Con. Res. 33 regarding a deficit-neutral reserve fund.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budget levels and the pay-as-you-go ledger for legislation related to the administration of Federal elections.

This may include legislation that:

  • Reiterates and strengthens the prohibition on troops or armed men at the polls.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
