What this amendment would do

SA 4982, submitted by Mr. Padilla, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budget levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a deficit-neutral reserve fund to the end of title III. This fund is intended to ensure the delivery of mail and absentee ballots.

Specifically, the amendment aims to allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions.
  • Address legislation that may prevent the United States Postal Service from starting a rulemaking that would allow the failure to deliver certain mail and absentee ballots based on Executive Order 14399, which the text describes as illegal and unconstitutional.

This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
