What this amendment would do
SA 4980, submitted by Mr. Padilla and Mr. Bennet, aims to add a section to title IV of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a point of order in the Senate. This means the Senate would not be allowed to consider certain bills, joint resolutions, or conference reports if they do not further ensure that federal law enforcement does not unlawfully interfere with election administration sites and polling locations.
Specifically, the amendment references the following laws to define unlawful interference:
- Sections 592, 593, and 594 of title 18, United States Code.
- Section 11 of the Voting Rights Act of 1965.
To waive this rule or sustain an appeal of the Chair's ruling regarding this point of order, an affirmative vote of three-fifths of the Members of the Senate is required.
