What this amendment would do
SA 4979, submitted by Mr. Padilla, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to prohibit taxpayer-funded payments to individuals convicted of attacking the United States Capitol on January 6, 2021. This includes people who have received pardons or had their sentences commuted.
Specifically, the amendment seeks to:
- Allow the Chairman of the Senate Committee on the Budget to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation relating to prohibiting Federal funded payments to insurrectionists.
- This may include stopping the United States Department of Justice from making financial settlements with individuals convicted for their involvement in the January 6, 2021, attack on the Capitol.
- Ensure that any such legislation does not increase the deficit between fiscal years 2026 and 2035.
