Changes bill
119-SCONRES-33 — A concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2026 and setting forth the appropriate budgetary levels for fiscal years 2027 through 2035.
  1. Introduced
  2. Pending Consideration

What this amendment would do

SA 4977, submitted by Mr. Padilla, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to protect state and local election administration infrastructure from cyberattacks related to elections.

This change would allow the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions.

The amendment specifies that these actions may include:

  • Grants to States.
  • Full funding for the Elections Infrastructure Information Sharing and Analysis Center.

This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
