What this amendment would do

SA 4920, submitted by Ms. Hirono, Mr. Padilla, and Mr. Schiff, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on protecting immigrant agricultural workers.

It allows the Chairman of the Senate Committee on the Budget to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation concerning immigration enforcement in agriculture. This may include:

  • Preventing U.S. Immigration and Customs Enforcement from conducting warrantless searches and arrests on farms or other agricultural places of business.

This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
