What this amendment would do
SA 4858, submitted by Mr. Padilla, is an amendment to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund to increase accountability and transparency during immigration enforcement operations.
It aims to add a section to title III that allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation that may include the following:
- Requiring all officers and agents to wear clearly visible identification, such as badge identification numbers, last names, and employing agency.
- Prohibiting the use of paramilitary uniforms, plainclothes, and masks.
This is permitted as long as the legislation does not increase the deficit from fiscal years 2026 through 2035.
