Changes bill
119-SCONRES-33 — A concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2026 and setting forth the appropriate budgetary levels for fiscal years 2027 through 2035.
  1. Introduced
  2. Pending Consideration

What this amendment would do

SA 4856, submitted by Mr. Padilla, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on protecting innocent lives, which can include United States citizens exercising their First Amendment rights.

This change would allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions.

These actions apply to bills, joint resolutions, amendments, motions, or conference reports relating to protecting innocent lives, such as requiring the Department of Homeland Security to enforce and revise its use-of-force policy. This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
